2019 Presidential Election: JDPMC’s IFES Final Report exposes Flaws, calls for full enforcement of Campaign Finance Laws

Democracy has become within the global community the ideal socio-political principle for the organization of
modern human society. This is so given its unparalleled capacity to uphold Justice, fairness, the advancement
of common good in the evolution of human society, its efficiency in the pursuance of communal vision and
facilitation of channels of cooperation for the entire international community.

The development of Democracy within various sovereign nations of the global community significantly rest
upon the reflection of justice, fairness and the freewill of the citizenry especially contestants and the electorate
in the electoral processes of such nations. In other words, the extent which the electoral legal frameworks and
the general administration, conduct and participation in election uphold justice, fairness and freewill already
set the ground for the direction or evolution of such nation.

This is why Nigeria along with other nations of the global community experiencing stagnation and crisis of
development are intensifying through multi-stakeholders approach the consolidation of electoral legal
frameworks, popular participation, conduct and management of electoral processes as the a significant
pathway to promotion of the good of their citizenry and catching up with global advancement in culture, in
technology and economy.

It is in this sense that the regulation of Campaign Finance is foundational to a dividend yielding democracy.
This is so considering the role it plays in creating a level playing ground for all contestants in election,
determining the level of influence of individuals and interest groups on the electoral process and the extent of
the freewill of voters.

It is from this background that the ―”Justice Development and Peace Makers Centre Osogbo in partnership with
the International Foundation for Electoral Systems with sponsorship from USAID and UKAID embarked on a
project to monitor the campaign financing of political parties ahead of the 2019 presidential election. It did so
by tracking the expenditures of these parties on campaign activities from the commencement of campaign in
November 2018 up to February 23 2019 the rescheduled date for the presidential election”

The sole aim for embarking on the project was to promote level playing ground for all contestants of elections
in Nigeria. JDPMC was the implementing partner of the project while IFES mobilized fund for the project and
provided technical support.

JDMPC reveals final Report of CFM on APC, PDP & S.D.P Candidates in the Osun 2018 Gubernatorial Election.

The above link is the final Report of the Campaign Finance Monitoring Project carried out by Justice Development and Peace Makers’ Centre of the Catholic Diocese of Osogbo in collaboration with the International Foundation for Electoral Systems (IFES) which aims at x-raying the major scandals and controversies that are undermining both Election and good Governance in Africa.Particularly, contributing factors that could in a solid word be termed as Corruption.

Not only this, but also to fathom the extent of non-compliance and even bold contravention of the legal framework on Campaign financing by candidates and political parties with impunity experienced in Nigeria arouse curiosity and thus raise strong questions on the capacity and efficiency of the 2010 Electoral Acts and its implementation mechanism to regulate the role of money in the electoral and governance processes.

The above Pictorial highlights indicated part of efforts to ensure peaceful election conduct in this year 2019 general polls as convened by the two head of religious Bodies in the Osun State, Most.Rev. John Akin Oyejola, the Bishop of Catholic Diocese of Osogbo and Sheikh Animasahun, the Chief Imam of Osun.

In the statement jointly issued, the duo urged Nigerians to uphold the pristine principle and sanctity of regard for Human’s Lives during and after the 2019 general Elections.

INTERIM PRESS RELEASE BY JUSTICE, DEVELOPMENT AND PEACE MAKERS CENTRE ON THE ISSUE OF VOTE BUYING AT THE PRESIDENTIAL ELECTION HELD ON 23RD FEBRUARY, 2019.

Justice, Development and Peace Makers Centre, Osogbo deployed thirty Seven (37) state coordinators and One hundred and Fifty-nine (159) monitors across the thirty- Six States (36) of the federation including the FCT for the past 2 months to track Campaign Finance expenditure of All Progress Party, People’s Democratic Party, Young Progressive Party, Allied Congress Party of Nigeria under Campaign Finance Monitoring Project sponsored by International Foundation for Electoral System (IFES) using a globally recognized tracking method called Parallel Expense Tracking (PET) to track expenditures.

The purview of the Campaign Finance Monitoring project was also extended to the issue of vote buying during the Presidential election.

As the Presidential election has come and gone, (not minding that some states may still hold re-run election at few polling units), Justice, Development and Peace Makers Centre, Osogbo will like to make the following observations on issue of vote buying and voters inducement at the just concluded Presidential and National Assemblies elections. Different methods of vote buying and voters’ inducement were observed.

  1. Some Party agents distributed tags to some of the electorates and groups before voting for easy identification in order to collect money at the end of voting. Money distributed ranged from five hundred Naira (#500) to five thousand Naira (#5, 000) depending on the status of the voters. Some groups were given certain amount of money ranging from One hundred thousand naira (#100,000) to the tune of two hundred and fifty thousand naira (#250,000) per group.
  2. Justice Development and Peace Makers’ Centre has received from its state coordinators reports of cases of vote buying in most parts of the country like Ekiti, Katsina, Edo, Nasarawa, Enugun, Osun State.
  3. It was also observed that apart from money inducement by political parties through various Agents, some other ways like distribution of raw foods immediately after voting, mobilization of voters by provision of buses to convey them to their polling units were arraigned by some political parties in order to get votes. This scenario played out in states like Cross River, Kaduna, Lagos, Imo and the FCT, Abuja.
  4. Certain political parties induced security personnel in polling units in the South west Geo-Political zone. Security personnel at each polling units were given a total sum of #15,000 while INEC Ad-hoc staff (Corps Members) were given a sum of #10,000 each.

In the coming week, Justice, Development and Peace Makers Centre will release a detailed report of the findings from her campaign finance monitoring mission including data collected from our thirty seven State Coordinators (37), One hundred and fifty nine (159) monitors deployed across the Country. This finding is restricted to only the presidential elections

Justice, Development and Peace Makers Centre wishes to use this medium to appreciate INEC for conducting violence free election in the country, Security agencies for providing adequate security during election, although some were over-zealous in discharging their duty and IFES for creating platform to strengthen our democracy.
